NRC History & Timeline

📆 1951 : The National Register of Citizens (NRC) contains names of Indian citizens of Assam. The NRC was prepared in 1951, after 1951 Census of India. Policy decisions, guidelines and funds for NRC updation are provided by the Central Government of India, but its implementation is done through the State Government machinery under the Registrar General of India.
📆 1979 : 'Assam Moment' launched by Assamese people to protest against the alleged illegal migration of Bangladeshi Muslims and immigration of other Bengalis to their state, which had reduced the Assamese to a minority there.
📆 1980 : The All Assam Students’ Union (AASU) and Assam Gana Parishad in 1980 submitted a memorandum to the Centre, seeking the ‘updation’ of the list. The move was aimed at protecting the indigenous culture of Assam from illegal immigrants from Bangladesh.
📆 1983 : The parliament passed the Illegal Migrants (Determination by Tribunals) Act (IM-DT) in October 1983 and began to implement it in Assam. Negotiations took place between the government and AASU-AAGSPO during the later parts of 1984 and first part of the year 1985.
📆 1985 : 'Rajiv Gandhi' on 15 August 1985 ended the 'Assam Movement' by signing the Assam Accord, according to which, foreigners who came to the state between 1951 and 1961 were given full citizenship but those who arrived there between 1961 and 1971 did not get right to vote for the next Ten Years.
📆 2005 : The Act was challenged by 'Sarbananda Sonowal' in courts. In 2005 a three-judge Bench of the Supreme Court of India held that the Illegal Migrants (Determination by Tribunals) Act, 1983 and rules "has created the biggest hurdle and is the main impediment or barrier in the identification and deportation of illegal migrants" and struck down the Act.
📆 2005 : In a tripartite meeting to review the implementation of the Assam Accord chaired by the then Prime Minister, Dr Manmohan Singh in 2005, a decision to update the NRC was taken. But No concrete Action being taken till 2014.
📆 2012 : On 9 August the Supreme Court hearing a public interest litigation petition seeking a direction for deportation of illegal migrants, ”It was stated that the Government is committed to deporting illegal Bangladeshi migrants, but only lawfully. It asserted that the demand for deleting the names of alleged 41 lakh doubtful voters from the list of 2006 on the basis of religious and linguistic profiling would prima facie be illegal, arbitrary and violative of the secular and democratic credentials of India.
📆 2014 : The NRC Updation of 2014–2016 across Assam includes the names of those persons (or their descendants) who appear in the NRC 1951, or in any of the Electoral Rolls up to the midnight of 24 March 1971 or in any one of the other admissible documents issued up to the midnight of 24 March 1971, which would prove their presence in Assam on or before 24 March 1971. The NRC (1951) and the Electoral Rolls up to the midnight of 24 March 1971 together are collectively called Legacy Data.
📆 2015 : NRC updation in 'Assam' finally started post SC intervention. Around 3.29 crore people of Assam had applied for inclusion of their names and around 6.6 crore documents were submitted by the applicants.
📆 2016 : Post BJP came in 'Assam' & with the NDA government in Centre also, Citizenship (Amendment) Bill, 2016 over Citizenship Act 1955 got passed into an Act so that the genuine immigrants 'Hindus, Sikhs, Buddhists, Jains, Parsis and Christians' got the relaxation from 11 year cut-off to 6 years of staying in India.
📆 2018 : Final Draft of NRC got Ready, which excluded 40 Lac Illegal Immigrants. However this is Draft only, not the final list, those who still left may approach the authorities with appropriate documents / supporting.
