UPA’s MMRCA (Rafale) v/s NDA’s Rafale. Services & Cost Description of 'Rafale Deal'.
✈ MMRCA Deal (UPA)
MMRCA deal: 126 Fighter Jets to be procured as 18 Flyaway & 108 to be Assembled locally.
Issue on Quality Control on Assembling: In MMRCA, Dassault refused to take responsibility for the 108 HAL-manufactured Rafale's.
Cost of 126 Jets under MMRCA was estimated to be Euro 12.71 billion. (Dollar 15 billion)
The contract for 126 Rafales, services, and parts may have been worth up to Euro 16.94 billion (US$20 billion).
India-France Agreement of 2008 states that 'item-wise details of the cost' can't be provided in Govt-to-Govt contract.
✈ Rafale Deal (NDA)
Quantity & Cost of Aircraft's: 36 Aircrafts to be procured as 28-Single Set & 8-Twin Seat Aircraft's - Euro 3.3 billion
India-specific enhancements: Helmet sights, radar receiver, radio altimeters, Doppler radar, cold start - Euro 1.7 billion
Weapon Package: Meteor, SCALP missiles etc. & Armament Storage Facility - Euro 700 million
Maintenance: Spare Parts & Items need to keep aircraft Flying - Euro 1.8 billion
Performance & Logistics: Availability Rate of Aircraft's 75% - Euro 350 million
Escalation Rate: 3.5% instead of 3.7% Earlier MMRCA, This ensures an additional saving of around 200 million on total deal.
Offset Clause: 50% offset on Two Bases instead of 30% offset on single Base.
Offset Obligation: DA is free to select the Indian
Offset Partners and provide their details at the time of seeking offset credits, or one year prior to discharge of offset obligation.
Conclusion:
✏ Per Aircraft Cost (UPA 2014) : Euro € 100.87 million
✏ Per Aircraft Cost (NDA 2016) : Euro € 91.67 million
NDA govt saved over Rs 12,600 crore in Rafale deal with much better Terms & Conditions. Congress allegation of 'Rafale Scam' is just a Hoax.
